What has been done

  • Contrast checked, not guessed. Every text-on-dark pairing was computed to at least the 4.5:1 ratio the WCAG 2.1 AA standard sets for body text before it shipped.
  • Keyboard usable throughout — a skip link to the main content, and a visible focus outline on every link, button and form field.
  • Headings in order, one H1 per page, so a screen reader can navigate by structure.
  • Every form field has a real label, not a placeholder standing in for one.
  • No text baked into images — the content is selectable, resizable and translatable text.
  • No motion, no autoplay, no popups.

Known limits

This is a small site maintained by one person, and it has not been through a formal third-party audit. Some county documents linked from these pages are scanned PDFs published by Fremont County; those are outside this site’s control and some cannot be read by a screen reader. Where that is true, the figure is quoted in plain text on the page as well.
